The government’s ECO4 scheme aims to support the least energy-efficient homes in the UK, with a focus on low-income and vulnerable households. To qualify, you will have to meet the government’s criteria as regards the type of benefits you receive. Are you a homeowner or private tenant? The ECO4 scheme is a a government-funded initiative designed to help low-income households and vulnerable individuals living in fuel-poor homes (bands E, F and G) to become more energy efficient.
It is a policy that aims to make homes warmer and households’ emissions lower, as well as making large energy companies accountable for supporting income-restricted households.

Under the Energy Company Obligation (ECO) your local council can expand the eligibility for those who may not meet the Benefit criteria with the ‘flexible eligibility’. The application will have to be declared eligible by local authorities. The Application process for Declaration is carried out by the Installer on behalf of the customer.
Participating local authorities will have to ensure these are households in private tenure living either in fuel poverty or living on a low income and who are particularly vulnerable to the effects of living in the cold. In addition, some non-fuel poor homes will be allowed for solid wall insulation projects, if a proportion of the households in the project are in fuel poverty or living in the cold.
You are eligible for ECO FLEX if your household income is £30,000 and below, including housing costs.

You may still qualify under the Local Authority FLEX & LADS which is an acronym for “Local Authority Eligibility Flexibility”. This programme is designed to help homeowners who are not currently receiving any type of aid but are still grappling with a tight budget. The ECO4 Scheme eligibility for property is dependent on the EPC rating. An Energy Performance Certificate (EPC) is required by the Government whenever a property is built, sold or rented. The EPC contains information about your home’s energy use and typical energy costs, as well as containing some recommendations for reducing energy use to save money.
The ECO4 Scheme Eligibility for properties is EPC grade D, E, F or G.
In order to be eligible for ECO4 funding the tenant or end-user (ie. the person or persons living in the property) must be a recipient of either state aid, benefits, allowances and credits from the list below. The list is subject to change from time to time and the most up to date is always found on OFGEM’s website.
